Objective
Analyse enabling conditions
Description
Important conditions are key in order to enable action at the local level. City Enabling Environment Rating: Assessment of countries in Asia and Pacific brings a good understanding of the situation at country level. This analysis could also be interesting at the local level.
Cities Alliance, in collaboration with UCLG Africa (UCLGA), developed an assessment methodology for a criteria-based rating of the national framework of urban policies, laws and institutions for evaluating the efficiency of City Enabling Environments (CEE).
The CEE assessment is used to analyse the factors that influence shaping and implementing urbanisation policies and strategies to support the sustainable development of cities. More specifically, the report assesses legal, institutional and governance frameworks; public finance, human resource development, and environmental management systems, along with cross-cutting issues such as gender, transparency and accountability to understand and evaluate how conducive these frameworks and systems are for cities to function, grow and develop in a sustainable way.
You are asked to rank your own city/country regarding each of the enabling conditions (poor, satisfactory, good), the possible challenges you may encounter in your country/city, and the reforms required to strengthen the enabling condition
You donโt need to work on all 11 categories, feel free to choose some according to your own priorities and where you feel comfortable to analyse the topic. Please use the matrix below to conduct your analysis.
