An action plan can be understood as list of prioritised actions for implementation, it should also include resources and timelines

List of all possible measures comes from previous tools ( – existing measures coming from current plans and policies, or measures related to targets from wheel analysis; or measures in regard to enabling conditions

Building on mandate-check and SDG wheel

just not sure if it fits here is this category, It would be more of a final step I think, since it also involves stakeholders, resources

List of areas where city has high influence / level of control  – then should start here,  cross reference with results from sdg-wheel to see where the unsatisfactory areas are – this also as a tool for priority setting?
