Description
Builds up on tools from Category 2:
1) SDG-Wheel self-assessing tool: what are the categories with critical bad/ unsatisfactory ranking: Write down all the categories from SDG-Wheel where you city has self-assessed bad/unsatisfactory/critical
2) Mandate Check: what are the mandates (functions / responsibilites) where the city has a high level of control: Write down all the categories from the mandate-check where your city has a high level of control
