Various stakeholders and institutions will be involved at local level in the implementation of the global agendas and cooperate and interact in different ways. It cannot be taken for granted that the capacities of individual actors and of cooperation structures are adequate to achieve good results. The expertise of city administration in relevant issues might lack in some areas, the competences for result-oriented management of cooperation processes might be limited and the rules and legal frameworks for effective action might be insufficient.

  • System/institutional development: Legal frameworks and the rules and conditions of work, which enable organisations, institutions and individuals to effectively perform.
  • Cooperation and network development: Well functioning interactions between organisations, institutions and individuals.
